Historical Small Smart City Protocol for integrated interventions. A tool supporting a "glocal" strategy for sustainable development

Minor historical centers are a kind of tangible cultural heritage with a high potential of catalyzing a sustainable development of the territory, despite the persistent depopulation that affects them. In Italy, they are located for the most part in the less accessible inner areas. Today the recovery of the built heritage cannot ignore the technical and widespread knowledge related to environmental and cultural sustainability and therefore an integrated and multidisciplinary approach is appropriate. The protocol "Historical Small Smart Cities" is a tool of territorial governance that takes into account these aspects and is addressed to the municipalities. It aims to involve the various actors by a reward competition, with the aim to encourage public-private partnerships and stimulate the municipal authorities to present regional or Community funding projects. The Protocol is a strategic instrument that includes the categories of the "Smart City" applied to the historic town (Mobility, Economy, Environment, Heritage, Life, Governance). And it is accompanied by guidelines that explain in detail the methods of realization. The Protocol’s strategy aims to intervene both globally and locally, involving inhabitants in the decision-making processes, in order to contribute to strengthening resilient communities. It puts at the center the human person, the people living in a small center, the local material and immaterial heritage to which they belong
